Fugacity provides an answer: When the temperature and pressure is such that the relative humidity in the room is less than 100%, the calculated fugacity of water vapor will be lower than either liquid or solid water.
Fugacity could be considered a “corrected pressure” for the real gas, but should never be used to replace pressure in equations of state (or any other equations for that matter).
Fugacity is strictly a tool, conveniently defined so that the chemical potential equation for a real gas turns out to be similar to the equation for an ideal gas.

The fugacity of a component in a phase is a measure of the chemical potential in that phase.
When the fugacities of a component in two different phases that are in contact are unequal, the component will be redistributed between the phases, with net transfer of the component from the higher fugacity phase to the lower fugacity phase.
Fugacities are calculated for each compartment of the ecosystem, and the overall distribution patterns of a given chemical are predicted.

One way to think of the fugacity is as an "escaping tendency." In fact, it comes from the same word as "fugitive." The fugacity measures how much a substance wants to "escape" from the phase it is in.
It is also sometimes useful to think of the fugacity as a "corrected partial pressure." Recall that the partial pressure is the mole fraction of a component times the total pressure.
For an ideal gas, the fugacity is identical to the partial pressure (a quantity called the fugacity coefficient is the ratio of the fugacity to the partial pressure; it is one for an ideal gas).

A high fugacity of water or oxygen means a high chemical potential of water or oxygen, respectively.
So, pressure is still pressure, and fugacity is not a "corrected pressure".

I need to compute fugacity of CO2 in a H2O-CO2-NaCL fluid with XCO2=0.2033, and about 6 eq.wt% NaCl (XNaCl = 0.0187) at 250 C and 200 to 400 bars.
I think, you can calculate the fugacity coefficient, hence the fugacity, through the DMW equation.
I myself have never computed the fugacity coefficient because I have not needed to do it.

Between 12 noon Thursday 21 April and 12 noon Saturday 23 April 2005 poems mailed or brought on a disk to the FUGACITY 05 symposium in Christchurch were assembled to make an online poetry anthology ready for launching at New Brighton beach on the city’s eastern littoral.
