  Fuggerei
The Fuggerei is a walled enclave within the city of Augsburg, Bavaria.
It was founded in 1516 by Jakob Fugger the Younger as a place where the needy citizens of Augsburg could be housed.
The gates were locked at night, so the Fuggerei was, in its own right, very similar to a small independent medieval town.

BBC - h2g2 - The Fuggerei in Augsburg, Bavaria, Germany
The Fuggerei, Europe's oldest welfare housing, is an historic yellowish building complex (actually a citadel) located in the city of Augsburg, Bavaria, Germany.
Additionally, there are two small parks in the Fuggerei, one at the southern end, and the other one to the right after entering from the main gate.
While on the one hand the Fuggerei serves a public purpose, on the other hand it is not maintained by any public organisation: it is in the hands of a private consortium which includes the descendants of Jakob Fugger.

The town is well known for its architectural landmarks, such as the cathedral, the broad Maximilian Strasse lined with patrician or wealthy citizen houses and the portions of the medieval wall that still surround the city.
One of the outstanding landmarks of Augsburg is the "Fuggerei." This neighborhood was built by wealthy merchant Jakob Fugger the Rich, established for "industrious, innocently impoverished citizens of Augsburg" in 1516.
The dweller of the Fuggerei had to keep their house and their tiny front porch clean, and the family had to work — one could not just languish forever without putting in a full day's work.

Gone, too, is the Fuggerei's own hospital, which had running water as long ago as 1638, and the 1731 school where a teacher taught 180 children for an annual salary of 15 guilders and a bushel of rye.
It is the Fuggerei's museum, open daily from 9 A.M. until 6 P.,M. between March 1 and Oct. 31.
A pamphlet available in the museum says: ''What you see here is not intended for your amusement but to convey an impression of the life of poor people centuries ago.'' But it was at least a life that had some comforts and dignity, thanks to the Fuggers, whatever their real reasons for building the settlement.

It's the world's oldest housing estate for the poor and must be one of the cleverest ploys ever devised for a place in Heaven – even if it now appears that Jacob Fugger's seeming generosity was at least partly inspired by the opportunities it offered for laundering part of his fortune.
Originally intended for families with children, it has gradually evolved into a retirement colony, though residents must still be Roman Catholic, needy, free of a criminal record and citizens of Augsburg.
Behind the main gateway is the the Fuggerei's modest little church, the Markuskirche, which was built by Johannes Holl.

Most likely motivated by a guilty conscience, Jakob Fugger built the world's first social housing complex, called the "Fuggerei." Such donations were given in the hope of preventing the benefactor's soul from burning in hell and to ensure his ascent into heaven after death.
Back then, when religion was the determining factor of life, many people spent a great deal of money trying to ease their guilty conscience.
Even today, people in need still live in the "Fuggerei," paying what is surely the lowest rent anywhere -- €0.88 ($1.19) a year.
