The Fugu Plan or Fugu Plot (河豚計画 Fugu keikaku) was a scheme created in the 1930s in Japan, centered around the idea of settling Jewish refugees, escaping Nazi Europe, in Japan, to Japan's benefit.
The Plan was first discussed in 1934, and solidified in 1938 at the Five Ministers' Conference, but the signing of the Tripartite Pact in 1941, along with a number of other events, prevented its full implementation.
The plan was originally the idea of a small group of Japanese government and military officials, who saw a need for a population to be established in Manchukuo (otherwise known as Manchuria), who could help build Japan's industry and infrastructure there.

 Fugu Summary
Most fugu nowadays is harvested in the spring during the spawning season, and then farmed in floating cages in the Pacific Ocean.
As fugu are aggressive and have sharp teeth, in captivity the mouths of fugu are often sewn shut to avoid the fish injuring each other.
Fugu is a very expensive fish, has some potentially lethal side effects, and is by most people considered to have a very weak taste (although many Japanese gourmets would disagree).

Fugu – The Deadly Delicacy! - Welcome Moldova Magazine
Fugu is the Japanese name for the most delicate, dangerous, and expensive fish in the world that, in spite of being extremely poisonous, continues to be the most stimulating delicacy for special feasts in Japan.
Because of its small fins fugu is a very sluggish, clumsy, and fatuous-looking fish, which has developed the peculiar defense mechanism of gulping large amounts of water into its stomach so as to inflate and turn its chubby body into a menacing spiky ball twice its normal size, leaving predators unable to swallow it.
Fugu remains must be bagged in two layers of plastic and kept at home in a special locked box until they are taken to a special fugu dump, where a fee is paid to have them destroyed.

This technique is based on the way Fugu swim and feed: unlike pursuit predators who rely on a quick dash to grab their prey, Fugu swim slowly and in the manner of a helicopter or humming bird, tend to hover directly over their prey (generally immobile shellfish) and take mouthfuls at their leisure.
Because of the ‘hovering’ nature of their feeding, a Fugu hit on a kattō bait can be rather subtle, sometimes even undetectable to the fisherman at the sea surface.
Fugu are generally hardy fish and since they are not hooked in the gills or internally, tend to be show little or no signs of expiring through the passing of a day’s fishing.

The Fugu Plan and World War II The was a scheme created by the Japanese government in the 1930s, centered around the idea of creating political and economic advantages for Japan by settling Jewish refugees from Nazi Europe in Japanese-controlled Manchuria.
The motivation behind the plan appears to have been based on an uncritical acceptance of anti-Semitic propaganda such as the Protocols of the Elders of Zion, which promulgated the idea that the Jewish people had an intrinsic and almost supernatural ability to accumulate money and power.
Although efforts were made to attract Jewish investment and immigrants, the plan was limited by the government's desire not to interfere with its alliance with Nazi Germany.

The Fugu is a blowfish that is a beloved delicacy of Japanese cuisine but which is deadly poisonous if not carefully prepared.
Thus, the Japanese gave this name to their plan to help rescue as many Jews from Nazi Europe as possible with the aim of resettlement in their Manchurian and other territories to help administer them for Imperial Japan.
