Fukui took little interest in chemistry before enrolling at Kyoto University, where he studied engineering, receiving a Ph.D. in 1948.
In 1954 Fukui published his first exposition of the concept that the crucial process in many chemical reactions consists of an interaction between the highest occupied molecular orbital of one compound and the lowest unoccupied orbital of the other.
Fukui designated these labile orbitals "frontier orbitals" and provided examples of their significance in reactions that produce important classes of organic compounds.

BOJ committed to easy policy--Fukui - Boston.com   (Site not responding. Last check: 2007-09-06)
Bank of Japan Governor Toshihiko Fukui said on Sunday the central bank is steadfastly committed to keeping an ultra-easy monetary policy until consumer price deflation is eradicated.
The remarks follow a number of similar statements by Fukui in the last few days that appear to play down growing expectations in the market that easing deflationary pressure could soon prompt the BOJ to end its unprecedented easy monetary policy.
Under its so-called quantitative easing policy, introduced in 2001 when Japan was battered by deflation and faced a potential financial crisis, the BOJ floods the money market with huge amounts of excess funds to ease monetary conditions beyond merely pinning interest rates at zero.
