After a series of revelations of high rates of self-mutilation, assaults and drug abuse inside the Melbourne Metropolitan Women's Correction Centre, the Victorian state government last week took over the jail, the first private women's prison to be built outside the United States.
The Bracks government terminated a five-year contract held by Corrections Corporation of Australia (CCA) and placed the facility under the control of the Public Correctional Enterprise (also known as CORE), a corporatised government agency that administers the state's 10 state-run prisons.
It has rejected calls for the takeover of the Port Phillip and Fulham jails and is still planning to build a private juvenile prison, despite denying any such proposal during last year's election campaign.

Many of the complaints are consistently about the lack of medical care and treatment, power 'games' by some workers, poor sterilisation of the urine procedures, lack of educational and work opportunities and little provided for those women who have their child living with them at the prison.
Cost cutting on staff means the medical centre is always busy and waiting lists long which inevitably leads to women either having to accept that their medical needs are not met or wait weeks for attention.
Bill McGrath, Minister for Corrections, made the statement that "the new Fulham Correctional Centre is a model for the future" at the opening of the privately run prison in March 1997.

The Port Phillip Prison, like the Fulham (private) Correctional Centre, has been built with hanging points in the majority of cells; 580 cells at Port Phillip and 490 cells at Fulham have horizontal metal bars on the inside of the windows and a solid shower screen -- both hanging points.
Correctional Services commissioner John van Gronigen even stated, after the fifth death in custody at Port Phillip, that he is “satisfied with the prison's management”.

Victorian Corrections Minister Andre Haermeyer has written to the Commonwealth Government expressing his concerns about recent allegations of mismanagement levelled at Australasian Correctional Management (ACM).
Mr Haermeyer later confirmed that ACM management were bound by the provisions of the contract between the State of Victoria and ACM.
