Base on your I/O settings and disk subsystem as well as table size, Guy is saying that count(*) full scan no sort has the greatest amount of optimization.
It had better be doing a fast-full-scan of the index or a full scan of the table.

Here is a short answer: A full tablescan reads the table using large sequential reads -- many blocks at a time.
Does it mean that if the block is not touched for some time, and if the space is needed for other blocks, this "untouched" block will be removed from the list, can i say, the same LRU list.
With the FULL TABLE SCAN the perfromance is bad in 9i instance.
