PowerPC G4 - Wikipedia, the free encyclopedia
The 7400 debuted in late summer of 1999 and was the first processor to carry the G4 moniker.
As of early 2005 the fastest processor shipping in Apple's G4 lineup is the MPC 7447B, running at 1.67 GHz and found in the January 2005 revision PowerBooks.
Apple is phasing out the G4 series for desktop models after it selected the 64-bit IBM-produced PowerPC 970 processor as the basis for its G5 series.

 CNN.com - Technology - Everything you always wanted to know about the G4 - March 6, 2000
In fact, the G4 was designed with the premise that changes to the G3 architecture only be made if they produce multiprocessing or multimedia performance gains on the G4.
However, the big difference between the G4 and the G3 is the addition of a 128-bit vector execution unit and the necessary on-chip hardware to control it and its new instructions.
Since most processors are performing a few tasks all the time and other tasks quite rarely, you can get a big performance boost by removing those rarely-used instructions.

Among the G4 key features is a vector permute function capable of rearranging data in the registers — a priceless benefit when converting data from one format to another (often necessary with voice, video and graphics apps, which typically need to save data in a number of different formats).
Processor priorities are set according to the importance of each task.
The 500MHz G4 Processor, with Velocity Engine, is an average of 2.20 times as fast as the fastest Pentium III (800MHz) in tests published by Intel to demonstrate Pentium's speed.

G4+ ups that by including the capability to issue a branch and three other instructions per cycle.
This may not seem like a lot from the perspective of the x86 folk who are used to 10+ stage processors, but the gap is lessened by the above complex instruction stuff, which has a side effect of increasing the depth that the x86 processors have to be (by adding decode stage[s]).
Of course, it remains a valid note that a G4+ with 7 stages will likely have lower ipc than a G4+ with 4 stages would have, basically because the penalty on missed branches would be two or three cycles higher.

By this time next year three as yet unannounced versions of the G4 will dramatically boost internal bandwidth, support switched fabric interconnects, and will see the processor talk to memory at full bus speed, according to disclosures from Motorola sources.
This shouldn't detain us for too long but a crude summary is that a deep pipeline allows the processor to second guess the subsequent instructions, at the cost of clearing the pipeline when it gets the wrong answer.
If a processor has a higher clock frequency, it can clear the pipeline quicker when a mis-prediction is flagged.
