Gandalf's further action of persuading Thorin to hire Bilbo Baggins as a burglar for the expedition, perhaps because he wished to use the latent and unique strength of the shire folk at a later date, had even more important consequences since Bilbo by accident and extreme luck obtained the one Ring from Gollum.
Gandalf suspected Bilbo's treasure was indeed the One, and from 2931 to 3001, with the aid of the rangers he put close watch over Bilbo and the Shire.
Gandalf was an important and invaluble source of information at the Council of Elrond, since he alone knew the full history oif the Ring and Saurumon's treachery; and later he was one of the nine companions of the Ring.

The problem here though was that the editors of these publications were also the same people who had been charged with Conspiracy to Incite Criminal Damage, in preparation for the GANDALF Trial, and so their continued publication could not be guaranteed.
However, undeterred by little things like a lengthy trial and the guaranteed certainty of imprisonment at the end of the trial, Noel, aided by some of his Green Anarchist co-defendants, continued to publish the ELP prisoner lists and even started up a new publication called Spirit of Freedom.
