GCIV is used as one step in the process of registering image data to a master (or corrected) reference system.
GCIV allows the user to interactively collect GCP pairs by writing the reference vectors to the display, prompting the user to select a point on the vectors, and then to select the corresponding point on the image data showing on the display.
GCIV also allows the deletion and recovery of GCPs, statistics reports on the current regression model, and the ability to draw vectors using high order regression models.

Nationals of a neutral State in the territory of a combatant State, and nationals of a co-belligerent State, cannot claim the protection of GCIV if their home state has normal diplomatic representation in the State that holds them (article 4).
In addition, there are two additional protocols to the Geneva Convention: Protocol I (1977), relating to the protection of victims of international armed conflicts and Protocol II (1977), relating to the protection of victims of non-international armed conflicts.

Numerous media figures have defended the harsh treatment of Guantánamo detainees by claiming that the Geneva Conventions apply exclusively to prisoners of war (POWs).
Though many legal scholars agree that Al Qaeda detainees are not entitled to POW status under the Third Geneva Convention, which details protections specifically for POWs, the Fourth Geneva Convention (GCIV) grants different protections to non-POWs.
Every person in enemy hands must have some status under international law: he is either a prisoner of war and, as such, covered by the Third Convention, a civilian covered by the Fourth Convention, [or] a member of the medical personnel of the armed forces who is covered by the First Convention.

The Israeli Government maintains that Geneva Convention IV (GCIV) does not apply to the occupied territories, either because it is rendered inapplicable by the passage of time since the Six Day War in 1967, or because neither Jordan nor Egypt was a “legitimate sovereign” in respect of the territories.
They argue that GCIV applies and that “evidence from a variety of sources confirms an extensive body of violations of international humanitarian law”.
The paramount purpose of GCIV is to ensure that claims of military necessity do not result in the violation of human rights of civilians under military occupation.

GCIV states that if there is a question of a POW’s status, a competent tribunal should address the matter.
Initially, the Executive branch argued that there was no question of POW status because there were no combatants in Afghanistan who would qualify as POWs.

The Fourth Geneva Convention (GCIV) deals with civilian treatment during wartime.
A non-combatant citizen in the hands of an enemy power qualifies as a protected person and the GCIV lists rules about their treatment.
For this category, the GCIV basically demands that they be treated humanely, get a fair trial if one is held, and regain their protected person status as soon as they are no longer a threat to state security.

Persons protected by the Convention are those who, at a given moment and in any manner whatsoever, find themselves, in case of a conflict or occupation, in the hands of a Party to the conflict or Occupying Power of which they are not nationals.
It should be emphasised that a national of neutral state, with normal diplomatic representation, in a war zone is not a protected person under GCIV.

The point of contest would be whether or not they qualify as POW's, which would signify WHAT PORTION of the "Geneva Convention" would apply to these "combatants".
The International Committee for the Red Cross (ICRC) -- the organization that pioneered the concept of international humanitarian law and has monitored compliance with the Geneva Conventions for more than 140 years -- has argued that the so-called "unlawful enemy combatants" currently detained at Guantánamo Bay are entitled to protections under GCIV.
Its 2003 legal analysis titled "The legal situation of 'unlawful/unprivileged combatants" concluded that "unlawful combatants" are entitled to "the right to 'humane treatment' as defined in Articles 27 and 37 [of GCIV], and thus the prohibition of torture and ill-treatment; as well as the fair trial rights contained in Articles 71-76 [of GCIV]."
