The main idea of conception of the GEF establishment is that all countries have equal responsibility for conservation and non-destructive use of natural recourses, on which life existence on the Earth depends.
GEF finances activity in developing countries and countries with transitional economy, which do not have enough own funds to take environmental protection actions to conserve the components of the environment of global importance: combating global pollution of atmosphere, oceans and seas, lakes and rivers, conservation of biological diversity of living bodies.
GEF will be flexible enough to react to changing situations, including guidelines of the Conference of Parties and experience, gained due to monitoring and assessment of the projects implemented.

The GEF does not currently support broad-based strengthening of the enabling environment as described here, although elements of the enabling environment are addressed to varying degrees within the scope of individual projects. Support to the enabling environment should not be confused with support currently being provided for Enabling Activities.
GEF interventions at the programmatic level are in the early stages, but there is a growing recognition of its importance.
A critical part of the GEF’s role as a financier is to leverage co-financing from a multiplicity of donors, including the private sector; and to assist in establishing nationally driven donor co-ordination with in-country efforts towards integration of global objectives into the larger sustainable development agenda of the country.

GEF dynamically adjusts is redraw policy and frame-rate to match the capability of a given java VM and the complexity of a given diagram.
GEF can be used to build a new application starting from scratch, or it can be used to add a graphical interface to an existing application.
Using GEF is easiest if you add attributes to subclasses of GEF classes, but if you already have classes in your own class hierarchy, they you must use delegation instead of subclassing.

GEF is an open source Graph Editing Framework that was initially created by me (Jason Robbins) while I was a grad student here at UCI.
GEF is a framework: a set of interfaces, and abstract and concrete classes that can be subclassed or reused to build an actual application.
GEF has the capability to be used in a powerful diagram editing tool (something like Visio) but it has not been done yet.

The genesis of the GEF sparked the first concerns, since it was an initiative driven by the Bank’s financial department, rather than its environmental unit, the latter having little input to its formulation.
It states that the GEF "still lacks a convincing strategic framework to guide its investments in biodiversity" and that "the investments made to date have tended to be haphazard, and many may make only marginal contributions to conserving biodiversity on a global scale".
The GEF comprises an Assembly, consisting of representatives of all participating countries; a Council, consisting of 18 members of recipient countries and 14 from non-recipient countries (the main donors); and a Secretariat.

 Global Environment Facility
Land degradation is the theme of several new publications issued by the GEF ahead of a session on the UN Convention to Combat Desertification.
The announcement was made by Len Good, GEF CEO and Chairman, at the opening of the 8th World Wilderness Congress, on September 30, in Anchorage, Alaska.
The GEF Council has adopted a major reform program that will change the way GEF provides grants to developing countries.

The GEF is based in Washington, DC, next door to the headquarters of the World Bank, which is one of the three organizations that oversee implementation of GEF projects (the other two are the United Nations Development Programme [UNDP] and the United Nations Environment Programme [UNEP]).
GEF projects cover a wide range, including preserving genetic material in the seeds of Ethiopian farmers, solar energy projects in India, reducing land degradation in Senegal, and phasing out ozone-depleting substances in Azerbaijan.
This initial GEF organization was responsible for supporting programs and activities that would benefit the world at large, while the country undertaking the measures would bear the cost of other development assistance--that is, the cost of what they would normally have to fund to sustain their own development.

In March 1994, the GEF was restructured from a pilot effort begun in 1991 to become a permanent Facility.
Because many GEF projects are without precedent and most require the participation of many public and private actors in their design and execution, the actual disbursement of funds has often gone slowly.
In 1996, the GEF and the implementing agencies sought to incorporate the speed and flexibility of the SGP into a streamlined set of procedures for handling medium-sized projects in which GEF financing will be $1 million or less.

 What is the GEF
GEF is an independent financial organization that provides grants to developing countries for projects that benefit the global environment and promote sustainable livelihoods in local communities.
Since 1991, the GEF has provided $4.5 billion in grants and generated $14.5 billion in co-financing from other partners for projects in developing countries and countries with economies in transition.
All GEF full-size projects must be approved by the GEF Council.

The GEF Council, composed of 32 representatives from member states (16 from developing countries, 14 from developed countries and 2 from economies in transition) meets twice a year for three days to review each GEF project.
The latter is one of three International Waters programmes UNIDO currently has on-going with GEF, the other two being the Dneiper River Basin; and globally for the Abatement Of Mercury Pollution Arising From Artisanal Gold Mining.

STAP was established as an advisory body of GEF to provide objective, strategic, scientific and technical advice on GEF policies, operational strategies and programmes, to conduct selective reviews of projects in certain circumstances and at specific points in the project cycle and to maintain a roster of experts.
For focal areas in which the GEF is not operating as a convention's financial mechanism, STAP advises on the development of scientific and technical criteria and provides scientific and technical advice on priorities for GEF funding.
For example, although GEF is not a financial mechanism for the CCD, a workshop was held by STAP on land degradation interlinkages in Bologna, Italy, from 14-16 June 1999.

The GEF has scored some accomplishments in raising awareness of global environment and influencing policies and priorities in recipient countries, despite the fact that there is little knowledge or understanding of the GEF itself in those countries.
The GEF has been less successful in the mainstreaming of the global environment in the Implementing Agencies, although the potential for improvement is great, as it is for the institutionalization of the GEF Focal Point System in recipient countries.
The study does not evaluate the performance of the GEF in terms of the impact of GEF projects on the global environment, because those projects are generally still early in their implementation.

The reductions in GEF support to various UI units are based on recommendations from a May 17, 2004 report of the General Education Fund Task Force, an ad hoc committee of faculty, staff and students appointed by Skorton.
The GEF Task Force was originally asked to identify $12 million in GEF budget reductions to be implemented over a three-year period.
The Task Force recommended an overall GEF support reduction of $200,000, but the $20,000 reduction proposed for FY06 is the only cut that the UI Press will be required to make as part of this process.

World Wildlife Fund had argued strongly for the increase, noting that other donor countries have already agreed on the need to strengthen the GEF but have been held back, under the terms of a complex burden-sharing arrangement, from raising their contributions unless the US also agreed to increase its share.
