It's the second such agreement GM has signed, the first being an agreement worth $700 million to supply Cadillacs and components to China signed back in May. The new agreement focuses mainly on the Buick Enclave CUV, which is built at GM's Lansing Delta Township assembly plant.
Nine days after the contract between GM and the UAW ended, the two have yet to come to an agreement on employee concessions, including a two-tier wage structure and a move that would entrust the UAW to be responsible for retiree health care costs.
GM and the UAW apparently still haven't agreed to the amount of cash the automaker will put in the fund, but most experts say the number is somewhere near $30 billion, or 60-70-percent of the General's total health care liabilities.

In the 1970s and 1980s, GM pushed Diesel engines and cylinder deactivation technologies to disastrous results due to poor durability in the Oldsmobile diesels (this was a modified gasoline engine) and drivability issues in the Cadillac 4-6-8 variable cylinder engines.
GM was also an early innovator in hybrid vehicle development, building Diesel-electric trains since the 1930s and buses since the 1990s (but without stored energy recovery), but did not introduce a true hybrid passenger car until 2004.
GM has hinted at new hybrid technologies to be employed that will be optimized for higher speeds such as are encountered in freeway driving.

GM is sort of the worst case scenario of pensions, but its funding problems and its solutions are instructive to investors in any company with a pension fund.
When GM issues this $13 billion in debt, it is committing to repay this amount in the future, along with semi-annual coupon payments (interest) in the range of 6.5% - 7%.

By 1973, the UAW says, GM was paying the entire health insurance bill for its employees, survivors and retirees, and had agreed to "30 and out" early retirement that granted workers full pensions after 30 years on the job, regardless of age.
GM's pension accounting, which assumes that the funds will earn an average of 9 percent a year on their assets, is highly optimistic.

He noted that the company's current $1,500 per unit health-care expense puts GM at a "significant disadvantage versus foreign-based competitors," and said GM has conducted "intense discussions" with the unions about how to reduce health-care costs.
GM lost more than a billion dollars in the first three months of this year, reports CBS News Business Correspondent Anthony Mason.
