This License is a kind of "copyleft", which means that derivative works of the document must themselves be free in the same sense.
It complements the GNU General Public License, which is a copyleft license designed for free software.
A copy of the license is included in the section entitled "GNU Free Documentation License".

The GNU FDL is incompatible in both directions with the GPL: that is GNU FDL material cannot be put into a GPL program, and text from a GNU program cannot be put into the GFDL.
The GNU FDL requires that when printing out a document covered under this license you must also include: "this License, the copyright notices, and the license notice saying this License applies to the Document are reproduced in all copies".
The FDL was released in draft form for feedback in late 1999.

The GNU Manifesto says nothing about how to edit with Emacs, but it explains the reason why I wrote GNU Emacs--to be an essential part of the GNU operating system, which would give computer users freedom to cooperate in a community.
Since the GNU Manifesto presents the principles of the GNU Project, rather than features of GNU Emacs, we decided that others should not remove or change it when redistributing the Emacs Manual, and we wrote that requirement into the license.

I don't like that idea, and having read the GNU FDL, have come to the conclusion that the requirement is most likely in violation of the terms of the license.
The FDL permits the inclusion of invariant sections, but it makes clear that these are front cover sections or appendices, i.e.

The main problem I see with the GNU FDL as it stands is that it demands that any work that uses any of its content must be released under the same GNU FDL license.
It is also very inconvenient for me because any work that I do under the GNU FDL on the wiki is only mine to use under another license as long as noone else makes any modification at all to it that I keep.
Remember that the GNU FDL was created for software, not open content.

This is the so-called "viral" effect of the GNU system of licenses: works licensed under a GNU license, works derived from those works, works derived in turn from such derivative works, and on and on, can only be licensed under the GNU license under which the original work itself was licensed.
Although there are some ambiguities, the FDL at root requires that the substantive work itself (called the "Document" by the FDL) be open for modification and distribution.
Section 2 of the FDL is entitled "Verbatim Copying": it permits the most straightforward use of the Document licensed under the FDL.

We seriously hope so, and that is the reason for the GNU Free Documentation License.
The GFDL is meant as a way to enlist commercial publishers in funding free documentation without surrendering any vital liberty.
The future is never a sure thing, but the GFDL looks like it has a good chance to succeed in shaping a social system where commercial publishers pay people to write commercial free manuals for free software.
