Both Finch and Sheppard stations had long corridors connecting the subway platforms to the bus terminals and, in the case of Sheppard, secondary exits to the street ran off both sides of these corridors.
While Finch station's corridor was opened as a fare-paid zone without much difficulty, Sheppard station's entrances would have to have fare barriers installed should the paid fare area be expanded to cover the bus terminal.
This allowed a small bus terminal to be built over the tracks, giving a convenient layout where passengers could change between bus and subway within the fare-paid zone rather than using a paper transfer.

The construction of a new bus driveway directly from Finch Station to Yonge Street via the former Pemberton Avenue road allowance would have significant operational benefits to the TTC since it would avoid the need for northbound buses exiting the station to use heavily congested Bishop Avenue (see Exhibit 1).
