According to a story published in the May 13th edition of The Toronto Star, GO Transit wants to replace their entire fleet of 45 F59PH locomotives with 53 new ones over the next few years at a cost of almost $3 million.
GO cites the age of the fleet as the main reason for doing this but also says it wants to run longer (12-car) trains which now requires two units.
GO does indeed run long trains nowadays, and it seems that they may have forced their F59PHs to exceed their capabilities.

Detailed design is expected to commence in early 2005 for the GO rail underpass that will allow GO Transit to avoid delays caused by conflicts with freight trains.

Bradford is one of the seven train lines of the GO Transit system in the Greater Toronto Area, Ontario, Canada.
On October 5, 2005, GO Transit issued a press release stating that the number of trains on the line would be expanded to four for the morning southbound trip, and four for the afternoon return.
Should the expansion of the TTC's Yonge-University-Spadina line proceed as planned, a new GO station would likely be built to interchange with the new Sheppard West subway station; this would not be until 2012 at the earliest.
