	GOELRO plan - Wikipedia, the free encyclopedia
		GOELRO plan (Russian: план ГОЭЛРО) was the first ever Soviet plan of recovery and development of the state economy, a prototype of Five Year Plans.
		GOELRO is the transliteration of the Russian abbreviation for "State Commission for Electrification of Russia" (Государственная комиссия по электрификации России).
		The commission and the plan were created by an initiative and supervision of Vladimir Lenin himself, whose understanding of the importance of the undertaking are summarized in his popular say: "Socialism is the Soviet power plus electrification of the whole country".

		The task of the Communists inside GOELRO is to issue fewer orders, rather, to refrain from issuing any at all, and to be very tactful in their dealings with the scientists and technicians (the R.C.P. Programme says: “Most of them inevitably have strong bourgeois habits and take the bourgeois view of things”).

		A General Planning Commission, attached to the Council of Labour and Defence, is established to devise a single all-state economic plan based on the electrification plan approved by the VIII Congress of Soviets, and to supervise the overall implementation of this plan.
		All planning proposals arising in commissariats and departments on matters of the state economy, and production programmes to implement it, must be submitted to the State General Planning Commission for examination and co-ordination with the all-state economic plan.
		As can be seen from this statute establishing the commission, it was originally intended primarily as a means to implement the celebrated GOELRO plan for the electrification of all Russia, mooted at the end of 1920.

		Lenin's famous plan of electrification of Russia (GOELRO Plan) was born in 1920, under conditions of utter ruin and starvation.
		This was a plan of the electrification of Russia, the significance of which Lenin defined in this way: "Communism is Soviet power plus the electrification of the whole country." These words express the basic contents of the entire exhibition in this hall.
		The GOELRO Plan was approved at the Eighth All-Russia Congress of Soviets, which took place in Moscow in the Bolshoi Theatre in December 1920.
