GTIN describes a family of EAN.UCC global data structures that employ 14 digits and can be encoded into various types of data carriers.
GTIN changes this by separating the name of the data structure from the data carrier or, in this case, the symbology.

GTIN numbers are fully compatible with standard UPC-A, EAN-8 and EAN-13 bar code numbers therefore UPC and EAN bar codes will continue to be used well into the future.
All that is really going on is that the Uniform Code Council is recommending that anyone that currently has a system in place for reading 12 digit UPC bar codes should modify their bar code databases so that they can accept up to 14 digit numbers in bar codes used for identifying products.

The major issue with rearranging the GTIN is that bar code applications will not be able to access the ONS because, unless a company keeps a list of vendor codes to be used to convert bar code to EPC format, there's no way to parse out the GTIN.
One comment was that all GTINs should actually be serialized GTINs (or SGTINs) to ensure that the same tag isn't read multiple times and that all tags have been read.
