GURPS Supers is a tabletop-style role-playing game published by Steve Jackson Games, based on the superhero genre.
GURPS Supers is a set of rules extensions for Steve Jackson Games' GURPS (Generic Universal Role Playing System) to cover role-playing campaigns with superhero characters and adventures.
For the 4th edition of GURPS, GURPS Supers will be replaced by the more generic GURPS Powers.

And the closest thing Gurps Supers offers as a way of handling Magneto's types of Power is the Magnetism Power Group, which includes Bind, Magnetize, Surge and Metal TK, which is basically just Psionic's Telekinesis with the limitation "Only works on metal".

I haven't done much with it, but you could simply use the Supers rules to build an entire magic system (this is actually similar to the way Hero handles things).
Supers, of course, has rules for additional powers not already covered in the book.
That is, a +1/4 advantage in Hero is "one level" of enhancement in GURPS.

I do use GURPS a lot, and it seems to be pretty good (even very good) with most genres (well, maybe not if you like level-based systems).
I think GURPS could be an excellent basis for a Supers expansion.
The tenuous balance of GURPS holds at low point totals, but the advantages of jacking up statistics and buying half point skills is obvious at very high point totals.

Cascade comes from "GURPS Super Scum", and isn't a bad character for the most part (especially when compared to *most* of the characters in the book).
Very few GURPS characters have a HT (health) score of over 14, and using the same formula as DEX results in CONS of 14-18 -- usually far too low for the average Champions character (on the flip side, few GURPS characters pay END for their powers).
In some cases, the GURPS power gives an absolute (for example: power X totally prevents event Y from happening), which is nearly impossible to simulate in HERO.
