Upon the conclusion of Star Trek: Voyager, it is unknown whether the Queen survived; however, the Borg were able to function after her apparent destruction, as evidenced by the sphere continuing to chase Voyager.
The Borg were a concept born out of necessity for Star Trek to feature a new antagonist and the regular enemy that was lacking during the first season of The Next Generation, now that the Klingons were allies, and the Romulans mostly absent.

The Beta Quadrant was the common designation during the 24th century for one-quarter of the Milky Way Galaxy when viewed from a point of view perpendicular to the plane of the galaxy.
According to the non-canon Star Trek Encyclopedia, the majority portions of the Klingon Empire and the Romulan Star Empire were located in the Beta Quadrant.
Although the Star Trek Encyclopedia states that Federation, Klingon, and Romulan space are all situated across both the Alpha and Beta Quadrants, all three powers and governments in their vicinities are exclusively referred to as being in the Alpha Quadrant on Star Trek: Deep Space Nine and Star Trek: Voyager.

The Star Trek Encyclopedia states that the Federation was spread across the Alpha and Beta Quadrants in order to explain why the Enterprise was often the "only ship in the quadrant" (i.e., the Beta Quadrant).
However, this could also be explained by assuming that the "quadrant" in question is a different, smaller unit of measure, as in the Morgana Quadrant or Quadrant 448.
