Are the Galdor from The Lord of The Rings and the Galdor from The Fall of Gondolin one and the same?
It may be noted that Galdor is another name of similar sort and period of origin, but he appears as a messenger from Cirdan and is called Galdor of the Havens.
In fact Galdor was not slain, but led the fugitives over the pass of Cristhorn, while Glorfindel came up with the rear, and in the name-list to the Fall of Gondolin, it is said that he went to Sirion’s mouth, and ‘he dwelleth yet in Tol Eressea’.

Though galdor chants could clearly be used for constructive as well as destructive magical purposes, galdor users were vilified in Christian times along with those who practised other heathen forms of magic.
Although the Anglo-Saxon and Old Norse literary evidence suggests that galdor charms took the form of poetic verse, modern practitioners of rune-magic often use the term 'galdr' to refer to the act of chanting the names of runes (or the sounds represented by runic characters).
The concept of galdor as rune sound was popularised by Edred Thorsson, whose 1984 occult-category offering Futhark: A Handbook of Rune Magic states: "The galdr is the root form of incantation (or if you will, mantra), which is the vibratory embodiment of the rune." Other authors seem to have adopted this terminology.

I think Galdor was there so that he could report back to Cirdan on what was going on, what the plan would be, so that Cirdan and company could plan for their end of things.
And of course, whether Galdor was one of the "called" or not (eg whether his errand was Ring-related or not), it made sense anyway to invite him to that crucial meeting.
Galdor might indeed have simply been the senior representative of Mithlond who happened to be present at the time; he presumably was not selected particularly to speak on Cirdan's behalf in the matter of the Ring.

From the surviving Old English galdors, as well as the Merseburg Charms, it would seem that carving runes were unnecessary to the performance of a galdor, although singing a galdor was almost always a part of carving the runes.

Upon the quay, beside the ship Galdor stood, one of Círdan’s close kin and his best captain, for the Alqarámë(1) was his ship, and Círdan had chosen him to take the Lady of Imladris safely to the West, for he trusted him the most.
In that moment Galdor raised his strong voice again and gave another order; and slowly the great ship slipped away down the long grey firth, and the light of the lamps that were hung upon slender pillars along the quays glimmered and was lost.
There was laughter and the sweet music of flutes upon the quay, where a cheerful crowd was gathering already, and as soon as the wooden planks were thrown over the deck, many of them came aboard, greeting their friends of old with joyous voices.
