Galliards, as I have come to see them, are as much the singers of songs and the weavers of stories as they are philosophers and as one might put it, finders of truth.
The Galliard should be the one getting the pack members off the graveyard shift when they're Guardians, and getting his Theurge more renown insisting he should be taking some of the more public rites, and persuading the elders that their pack should be taking the message to the other sept or finding some lost fetish.
The Galliards regale the sept with tales of the deeds of the werewolves and reknown is rewarded for the deeds, as well as how the galliard portrays them.

The only possibility for change is the Werewolf Player's Guide: it might be re-issued as a hardback, with some info to replace the Combat chapter data that is now firmly esnconced in 2nd edition, but that won't be for some time in the future.
Werewolf stands as one of White Wolf's more successful games, and it did a lot to set the spiritual tone of the World of Darkness - much more so than Vampire, whose focus was much more insular, and focused on vampiric society.
Werewolf is also one of those games that made me initially grit my teeth and shake my head, alternately.

This END Reserve is used to fuel a number of powers, to provide the werewolf with extra phases/Turn, and to change one's form.

I'm not sure if this is a good answer to your question, since the rules I had were for normal D20 and not D20 Modern, but I briefly used a set of D20 rules for Werewolf.
Rather than having a "Ragabash" base class, for example, there were "waxing moon trickster" and "waning moon trickster" which had overlapping sets of Ragabash-like abilities.
(The waning moon stuff was generally darker slanted, following the waxing vs. waning notes in Werewolf 2nd Edition.) The idea was that a player would choose the waxing or waning route, and get levels primarily in the class that was based around their character's auspice.
