In the final USA TODAY/CNN/Gallup poll before the election, President Bush held a 49-47 edge over Sen. John Kerry when the undecided voters were not allocated to a particular candidate.
When Gallup, using a statistical model that assumes that 9 of 10 of those voters would support Kerry, allocated the voters, the poll ended as a dead heat with each candidate garnering 49%.
The Gallup allocation formula is based on analyses of previous presidential races involving an incumbent.

His mistake was to quit polling two weeks before the election with fourteen percent of the electorate still undecided.

  The Gallup Poll - FAQ
For national Gallup polls, in other words, the objective is to present the opinions of a sample of people which are exactly the same opinions that would have been obtained had it been possible to interview all adult Americans in the country.
Gallup polls across the twelve presidential elections held between 1936 and 1984 were highly accurate, with the average error in Gallup's final estimate of the election being less than 3 percentage points.
In the case of Gallup polls which track the election and the major political, social and economic questions of the day, the target audience is generally referred to as "national adults." Strictly speaking the target audience is all adults, aged 18 and over, living in telephone households within the continental United States.

The Gallup Poll- Four in 10 Republicans Would Not Find McCain an 'Acceptable' Nominee - AOL News   (Site not responding. Last check: )
Gallup's June 26-29 poll tested Democrats' (and Democrat-leaning independents') reactions to 13 potential candidates and Republicans' (and Republican leaning independents') reactions to 12 potential candidates.
While none of the politicians evaluated in the poll have officially announced their candidacies for president, many have laid the groundwork for a run by visiting early primary and caucus states like Iowa or New Hampshire or by setting up political action committees to raise money for themselves and other candidates.
The current poll's sample size of 441 Republicans and leaners limits the amount of subgroup analysis available, but the data show that conservative Republicans are less likely to deem McCain acceptable (49%) than Republicans who identify themselves as moderates or liberals (66%).

Gallup Poll Offers Hope for House GOP
For example, Democrats outpaced Republicans in Republican-held districts in several polls, with their advantage peaking at an astounding 11-point margin (51% to 40%) in late June.
Interestingly, Gallup also reviewed its last pre-election poll in 2004 and learned that Republicans managed to expand their House and Senate majorities with an identical 54%-to- 40% margin of support in their own districts.
Gallup rightly concludes that “the ‘action’ in this year’s House elections will be in the Republican-held districts” and that whether they maintain or increase that support “will be key to their ability to keep partisan control of the U.S. House.”
