The Mohegan Indian tribe of Connecticut, owner of the Pocono Downs harness-racing complex in Plains Township outside Wilkes-Barre, spent $70 million on a slots parlor that includes two gambling floors with nearly 1,100 machines, a bar, and a food court with three restaurants.
Gambling regulators awarded conditional slots licenses to Mohegan Sun and five other horse-racing tracks earlier this fall.
The state plans to use gambling revenues to cut taxes for homeowners and workers who pay Philadelphia's wage tax, fatten horse-racing purses and support a rent- rebate program for senior citizens.

Problem gamblers who are on fixed incomes often end up in greater peril than younger people who have more years of working to straighten out their debts, said Dr. David Oslin, senior author of the study in the current edition of the American Journal of Geriatric Psychiatry.
Of the 843 senior citizens interviewed by researchers at the University of Pennsylvania and the Penn State College of Medicine, nearly 70 percent said they gambled at least once in the past year.
Terry Elman, of the Council of Compulsive Gambling of New Jersey, said he suspects the percentage of at-risk gamblers is actually much higher.

 Harris Twp. opposes consolidation report
Hays Gamble, Harris Township's representative to the regional committee, said he is not ready to support the concept at this point because residents need to be educated on the issue before they can make a decision about whether they want it.
Rodelle Weintraub, chairwoman of the township's water authority, supported the suggestion of a public meeting, saying it will help to educate township residents.
Gamble said it is especially important township residents are made aware of the issue because they will make the final decision when the issue is placed on the ballot in a few years.

A meeting to discuss consolidating police departments drew representatives from 14 Butler County towns -- one of the largest gatherings in the area to discuss the topic.
The state does not provide guidance on how to consolidate police departments, but it will conduct a feasibility study for communities that tell the center they are interested in combining police forces.
Two north suburban towns have made changes in their police coverage in the past few months: Middlesex supervisors voted Dec. 1 to disband their police department, and Richland decided in October to consolidate its police with the Pine-Marshall-Bradford Woods department.
