The Game Genie was developed by Codemasters of England, the same people who previously released licensed games, as well as a slew of unlicensed products for the NES after releasing the Game Genie.
Support for the Game Genie was dropped a few years after the SNES released, and the Game Genie line ended, replaced by such devices as the Game Shark, which is still in product for today's lastest consoles.
The Game Genie was released in Europe, by Codemasters.

The codes translate into addresses and data in a game's program space (upper half of address space, 0x8000-0xFFFF) which the Game Genie fools the CPU into using rather than the byte which is supposed to be there.
Since the game might be swapping program (PRG) banks in and out of the CPU address space, the Game Genie can't just return the code data value when the CPU reads from a particular address.
Instead, when the CPU reads from the cartridge, the Game Genie checks if the address in the cartridge equals the compare value and returns the code data value if it does; otherwise, it returns the real value in the cartridge.

in my opinion, "cheating" at a video game means that you use codes or the game genie to force the game to do something that would normally be impossible to do during the game without them...
Ive beaten all of the FF games a ton of times "the right way", so using a Gameshark is ok in cases like that.

As far as I can remember, game genie codes work by taking in an encoded cheat code, which is translated to a memory address and a value by the cart.
Video games have improved my response time and coordination so I can see why video games can be beneficial (but I don't play video games so much like I use to because of the work schedule).

The codes you enter into a Game Genie(no way to save them, so they have to be re-entered from the code book each time) are actually a cleverly disguised ROM address and value.
The Genie watches game access, and when the system calls a ROM address that's matched to an entered code it blocks the cartridge ROM and substitutes it's own value.
Of course, the first Game Genie that I owned for the NES didn't allow for it to work with the Game Action Replay; the second one that I owned did.

The Game Genie is equivalent to being the poor kid with only a few systems and not many games per system, while the rich kid (since he had a paper route) down the block had dozens of games per system (and a computer!) and all kinds of cool utilities, like this one.
Once the Genie is plugged into the Genesis, a game is plugged into the Genie, and the Genesis is turned on, an onscreen sword is used to go through the alphabet and numbers (0 through 9) to enter a code with; certain buttons on your controller can choose or delete letters, or even entire lines.
The Genie can also take you to new places that you originally couldn't get to, like a certain hill that was too high to jump to in the original Sonic game you can now do with the Genie.

First, the device goes in the Game Boy with the cart slot on the Genie itself facing towards the player, so the cartridge itself was visible to the user, unlike the way the cart usually faces when in a GB.
It will work with Super Game Boy, with a special adaptor (info on this little adapter coming soon), and I would assume using this adapter, it could be used with the Japanese Super GB 2.
Since the Game Genie is an old device and most kids are buying the more modern Game Shark for GB cheating, I haven't seen any discussion of CGB-Genie compatibility.
