Games can vary from low to high complexity.
Complex games have a larger rule set and the game mechanics are more detailed.
Complexity is not the same thing as sophistication in game design.

Complexity of Mass is the easiest and quickest to judge, one can almost weigh the rulebook (however be sure to leave out the setting information and other fluff).
There are games with few rules, and those rules are very simple, however the game itself is viewed as complex in the extreme with uncounted possibilities that take even the greatest of players years to master.
