Luo Gan also took advantage of his work as secretary of the Political and Judiciary Committee, and intimidated and enticed government departments, public security and political and judiciary systems to get involved in the persecution.

Gan cao is commonly used in this country and although Gan sui, Da ji, and Yuan hua are not available, Hai zao is. Gan cao tonifies the spleen, a deficient spleen is often the root of phlegm and Hai zao abates phlegm.
Rou gui and Gan jiang are to be 'used with caution', as their hotness could disturb the foetus or damage the yin, but in the body of a mother suffering from an extreme cold condition, for which the herbs had been carefully prescribed, their hotness would be neutralised by the pathogenic coldness encountered.

In August 2003, a criminal lawsuit was filed in Belgium charging Jiang Zemin, Luo Gan and a third high-ranking Chinese official with crimes of torture, genocide and crimes against humanity.
