In Mahakali Irrigation Project (Stage I), a large surface irrigation project administered by the government, the farmers were organized hierarchically from the lowest hydraulic unit (tertiary level) to the main system level.
The irrigation bureaucracy behaves on a project mode, that is, its role in the empowerment of the farmers through WUA remains somewhat positive till the termination of foreign funded management transfer project.
I consider the main strength of West Gandak management transfer experimentation is its ability to relearn from the history and successful experience of the indigenous FMIS organizational system and its processes.
