The World Science Fiction Society formalized the Hugo rules at Noreascon in Boston (1971), and modified them again in 1974 at DisCon when the entire set of rules were replaced as part of an overall adoption of a new WSFS Constitution.
Also, this decade saw the beginning of the John W. Campbell Award for best new writer (first awarded in 1973) and the emergence of the short-lived Gandalf Award for Grand Master of Fantasy.
