Topic: Gang of 14

 N. F. A. N. C. - Gangs
The definition of "gang" that we will be using is "three or more persons with common interests, bonds and activities characterized by criminal or delinquent conduct." However, the definition alone cannot raise awareness or dispel myths and fears.
Each gang has their own hand signs that they use to show their allegiance to their gang and to identify their enemies.
It is used to advertise the gang's status or power and serves as a warning and a challenge to rival gangs.

 Senate pact shapes high-court fight | csmonitor.com
Whether or not the 'Gang of 14' remains unified is a key factor in the fight to replace outgoing Justice O'Connor.
Six weeks ago, the Gang of 14 stunned the Senate by a bipartisan pact to allow long-delayed votes on President Bush's most controversial nominees, while preserving the minority's right to filibuster under "extraordinary circumstances." The deal opened the door to a quick confirmation of six of the president's nominees.
The other key element in the Gang of 14 agreement is how senators interpret their commitment to filibuster a judicial nominee only under "extraordinary circumstances." Democrats on the Judiciary Committee say that ideology must be a factor in making that assessment.

Gang of 14 - Wikipedia, the free encyclopedia
As noted before, the Gang of 14 deal was instrumental in permitting Supreme Court nominee Samuel Alito an up-or-down vote, as his vote for confirmation (58 for to 42 against) would not have been adequate to overcome a party-line filibuster (i.e.
A number of Democratic senators attempted a filibuster; however, the entire Gang of 14 voted for cloture, which passed by 72 to 24 (with 60 "aye" votes needed to end the filibuster).
Later that same day, the Gang of 14 met to discuss his nomination as well as the nomination of Boyle which had become embroiled in a debate concerning Boyle's failure to recuse himself in several cases.

Street gang influence is growing in Northeast Florida and across the state, from the nationally notorious to those that take their names from the street signs and neighborhoods where they live.
The group's 2005 National Gang Threat Assessment report said investigators from 14 Southern states noted increases in neighborhood gangs and graffiti, a rise in Hispanic gangs, an escalation of gang violence because of drug trafficking and a denial of gang presence in several jurisdictions.
In the Florida prison system, where more than 6,000 gang members have been identified, it is becoming harder to identify those in gangs, while the number of those linked to gangs are greater and younger and are more likely to belong to local gangs.

Filibuster Deal Puts Democrats In a Bind
Under the "Gang of 14" accord, the seven Republican signers agreed to deny Majority Leader Bill Frist (R-Tenn.) the votes he needed to carry out his threat to bar judicial filibusters by changing Senate rules.
With help from only one or two fellow Gang of 14 members, he is positioned to dissolve the deal and thwart Biden's scenario -- either by having enough Democratic signers refuse to back a filibuster, or by having enough GOP members support Frist in outlawing judicial filibusters.
The 14 signers of the May 23 agreement have said a Supreme Court vacancy would put their accord to its toughest test, and Republicans seemed eager to oblige them.

 CNN.com - Gang of 14 not settled on Kavanaugh - May 10, 2006
The Gang of 14 brokered a standoff over the threatened Democratic filibusters of judicial appointments last year.
Democratic Sen. Ben Nelson of Nebraska said the Gang of 14 would continue to monitor the progress of Kavanaugh's confirmation, and if a member of the group thinks there are "extraordinary circumstances," it will be dealt with then.
The Gang of 14 decided to send a letter to the Judiciary Committee's leadership on the nomination of Terrence Boyle, a U.S. district judge from North Carolina being considered for a seat on the 4th U.S. Circuit Court of Appeals in Richmond, Virginia.

Power Line: The gang of 14 deal reconsidered
With Samuel Alito on his way to the Supreme Court where he will join John Roberts, and with Judges Pryor, Brown, and Owen are ensconced on one court of appeals or another, TigerHawk argues that conservative blogs like Power Line were too harsh on the deal brokered by the gang of 14.
There is no precedent for it, the public had no appetite for it, and the Republicans had the numbers--on paper--to override the filibuster by revising the rules.
So it's still hard for me to see the "Gang of 14" compromise as a good deal.

Right Side of the Rainbow: ‘Gang of 14’ fractures
WASHINGTON — The 14 centrists who averted a Senate breakdown over judicial nominees last spring are showing signs of splintering on President Bush’s latest nominee for the Supreme Court.
That is weakening the hand of Democrats opposed to conservative judge Samuel Alito and enhancing his prospects for confirmation.
There is no evidence of “splintering” in the Gang of 14; two Republican members have said they would not support a filibuster, but no Democratic member has signaled an intention to either filibuster or back a filibuster.

Yesterday’s meeting was the Gang’s first formal opportunity to discuss Miers, and several of the senators said they are still early in the process and under no commitment to vote for the nominee.

Yesterday, incredibly, Senator McCain was out peddling the spin that the Gang of 14 was a good thing, an accomplishment of which he is proud, and for which the GOP should thank him.
What matters is that his insistence today that the Gang of 14 was a good thing telegraphs --how loud can a telegraph be?-- that Senator McCain still doesn't get it, or worse, that he gets it but cannot allow himself to be candid on this monumental error and is thus committed to compounding it.
I think he and the gang of 14 did it to undercut Bill Frist, who had presidential aspirations of his own and would've been a serious contender for 2008 had he been able to shepard the constitutional option through the Senate.

Gang of 14 dead - Opinion
The Gang of 14, whose eleventh-hour negotiations successfully avoided the use of the nuclear option earlier this year when Democrats threatened to filibuster a number of President George W. Bush's judicial nominees in the U.S. Senate, appears for now to be dead.
The original two-page deal reached between the 14 senators stipulated that future nominations should only be filibustered under extraordinary circumstances, and each signatory must use his or her own discretion and judgment in determining whether such circumstances exist.
DeWine, whose decision to join the Gang of 14 was criticized from both sides, is facing two strong Democratic candidates in the 2006 Senate race, and could use a healthy nod of approval from starry-eyed conservatives thrilled with Alito's nomination.

Fate could hang on filibuster compromise - Newsday.com   (Site not responding. Last check: 2007-10-19)
Democrats and Republicans predicted that Alito's fate would probably be decided by the so-called Gang of 14, mavericks from both parties who cobbled together a compromise in May that averted a showdown over judicial nominees.
Privately, senior Democratic staff members doubted that the seven moderate Democrats in the Gang of 14 would consider Alito's strongly conservative record - or the fact that his ascension to the court could tip its balance - as the sort of "extraordinary circumstances" that would allow them to support a filibuster.
The Gang of 14, which also includes seven moderate Republicans, agreed in May that except in "extraordinary circumstances," they would neither support filibusters of judicial nominations nor support a Senate rules change to eliminate the filibuster.

A year ago today, a bipartisan group of 14 Senators brokered a compromise to preserve the filibuster, an important parliamentary tradition that enables a minority of Senators to delay and block nominations or legislation.
Dubbed "The Gang of 14," they were celebrated by pundits as a rare alliance helping "moderate" wisdom prevail over the extremism and partisanship that rules Congress.
The Gang's immediate impact was to confirm several of President Bush's most controversial nominees and preserve a modified form of the filibuster.

With a majority of Democrats blocking judges during the 108th Congress and again in the spring of 2005, Senate Majority Leader Bill Frist (R-Tenn.) came close to invoking the “nuclear” option, in which he would demand a ruling from the chairman that filibustering judges is unconstitutional.
