  Bid Protests at GAO: A Descriptive Guide
By law, a GAO protest must be filed by an "interested party," which means an actual or prospective bidder or offeror with a direct economic interest in the procurement.
GAO may consider an untimely protest where exceptional circumstances beyond the protester's control caused the delay in filing the protest, or where the protest presents novel or significant issues of interest to the procurement community.
GAO will time/date stamp a fax transmission as of the time the last page is received, which may affect the timeliness of the entire submission.

GAO will not consider a protest of the award or proposed award of a subcontract except where the agency awarding the prime contract has requested in writing that subcontract protests be decided pursuant to § 21.13.

GAO will not consider a request for reconsideration that does not contain a detailed statement of the factual and legal grounds upon which reversal or modification is deemed warranted, specifying any errors of law made or information not previously considered.

 GAO Report on Gays in the Military
In response to a request from Representatives John Conyers, Jr., Ted Weiss, and Gerry E. Studds, GAO examined certain aspects of the Department of Defense's (DOD) policy of excluding homosexuals from serving in the U.S. armed forces.
GAO reviewed three recent national polls, conducted by Gallup and Penn and Schoen Associates, Inc., which indicated that more Americans now say they believe that homosexuals should be allowed to participate in various occupations, including the armed forces.
DOD said that GAO correctly notes that the DOD policy is based on military judgement and that scientific or sociological analyses are unlikely to affect its policy of excluding homosexuals from the military.

Kanof cited a GAO report issued in May that said most hospitals lack the capacity to respond to large-scale infectious disease outbreaks.
In a survey of 2,000 hospitals in 2002, the GAO found that most were short on equipment and supplies for dealing with infectious disease outbreaks.
