  GSOC - Garda Síochána Ombudsman Commission.
The Garda Ombudsman is responsible for receiving and dealing with all complaints made by members of the public concerning the conduct of members of the Garda Síochána.
The Garda Ombudsman’s mission is to provide the public with an independent and effective oversight of policing, and to deal with the public’s complaints concerning Gardaí fairly and efficiently so that everyone can have confidence in the complaints system.
The Garda Síochána Ombudsman Commission is currently seeking candidates for posts at Senior Investigations Officer and Investigations Officer level.

The Garda Siochana Complaints Board is lead by a Chief Executive with an administrative staff of civil servants.
Tribunals are made up of three people - two members of the Garda Siochana Complaints Board who have not had any previous dealings with the complaint, one of whom must be a practising barrister or solicitor with at least 10 years experience, and a senior Garda officer nominated by the Garda Commissioner.
Appointments to the Garda Siochana Complaints Appeal Board are made by the Government and membership lasts for a term of 5 years.

 McCormack v Garda Siochana Complaints Board and Commissioner of An Garda Siochana
The applicant claims that Garda McHale was the principal witness for the prosecution at his trial in that the principal evidence against him consisted of three written statements which Garda McHale alleged he had made to him and which he witnessed.
There is a chief executive attached to the Board and when the complaint is made to a Garda station (as happened here) the member in charge is required to notify the chief executive and the Commissioner of the Garda Siochana of the complaint and send to each a copy of it.
The complaint was that Garda McHale had obtained access to the applicant in prison by using a false name and that he attempted to persuade him to withdraw his appeal.

The purpose of the Garda Siochána Ombudsman Commission is to ensure openness, transparency and accountability in the process by which complaints against the Gardaí are investigated.

As of 9th May 2007 the Garda Síochána Complaints Board is no longer the relevant body to accept complaints against members of the Garda Síochána.
All new complaints should now be made to the Garda Síochána Ombudsman Commission (GSOC).
The Garda Síochána Complaints Board will continue to process complaints made prior to the 9th May 2007, where an investigation had commenced before that date.

An Garda Síochána wrote back to him requesting him to specify which databases were to be checked, and requesting that he provide additional details including date of birth.
He argued that the details relating to the District Court conviction should be deleted from his Garda record, since this conviction had been appealed and was therefore not a valid conviction.
In light of this finding, I considered it appropriate for An Garda Síochána to record full and accurate particulars in relation to that conviction on its Criminal Records Database, provided that the outcome of the appeal hearing was also accurately recorded.

If the investigation is not supervised, the Garda Commissioner informs the Ombudsman Commission and the member of the Garda Siochana of the results of the investigation and whether there were any disciplinary proceedings.
