Gardom was born in Banff, Alberta on July 17, 1924.
Gardom was an outspoken advocate for public accountability and participated in a number of legislative measures including the Ombudsman, Auditor General, Right to Sue the Crown, Expropriation, Criminal Injuries Compensation and Family Relations Statutes, the inception of Hansard, a broadened Legislative Committee system and the televising of debates.
Gardom married Miss Helen Eileen Mackenzie in 1956 and this union produced a family of five children and eleven grandchildren.

In April of 1995, Gardom was appointed the 26th lieutenant-governor of British Columbia.

 Welcome to the ‘post-democratic’ age
The irony is that Lt.-Gov. Garde Gardom could put a stop to this travesty, but won’t.
The argument is that an appointee cannot dismiss a democratically elected government because such an act would violate political convention and cause a constitutional crisis.
However, Gardom should note that we live in interesting post-democratic times.

Ling was one of 15 British Columbians who gathered at Government House with family and friends for the annual awards.
When his turn came, Ling was called up to the stage and stood while a citation was read describing what he has done to benefit the people of British Columbia.
The crowd of about 300 people clapped while the Lt.-Gov. Gardom presented the OBC medal by attaching a striped ribbon around Ling's neck.
