However, to the extent that the circuit court found W. Va. Code § 18A-3-2c(i) to be unconstitutional in its application and concluded that the amount of such stipends should be commensurate with the attendees' daily contractual rate of pay, we reverse the lower court's rulings.
In so ruling, the circuit court determined that the current scheme, whereby some principals receive compensation while attending the Principals Academy, due to their “long contracts” of employment, while other principals, who have “short contracts” of employment, are not compensated during their attendance, constitutes an impermissible denial of equal protection.
Of the various legislative enactments applicable to the instant controversy, it is clear that W. Va. Code § 18A-3-2c(i) and W. Va. C.S.R. § 126-147-6.4 are the more specific provisions as their scope is limited to the Principals Academy and the Center's specific duties in that regard.

In the late 1920s, he was a member of a League of Nations commission into the recruitment and selling of contract labour as slaves.
The scandal, which caused much of the government to resign, ended with Arthur Barclay's nephew, secretary of state Edwin Barclay becoming president of Liberia.

Latimer, W. Diary of W.D. Latimer, of Fayette County, Iowa, containing a daily account of his activities as a Union soldier in Alabama, between May 6 and July 4, 1865.
Latimer begins his diary on May 6th while camped in Montgomery, and continues his entries in Selma, after his brigade is transferred downriver on May 10th aboard the boat "Tarasen" [?].
He describes shortages of provisions for soldiers and their mounts, particularly at Fort Smith and Fort Gibson.
