I could agree with a higher gas tax, if it could be demonstrated that the cost of the gas tax (both explicit and implicit) would be less than the perceived environmental benefits.
The problem with a tax based solution is that it will only reduce demand for the taxed goods (and in the case of oil, impact the economy in the same way an interest rate rise would) without promoting an equal and opposite reaction.
It would be a good thing for the tax to rise as the price of petroleum rose, both to moderate the transfer of wealth and power to the exporting countries and to increase the incentive to innovate and switch to alternatives.

At the time of enactment, the proceeds of the federal gas tax - which in 1933 represented almost 8 percent of federal revenue collected from all sources - were not earmarked for road construction, but federal aid for road building and maintenance was continuously provided to the states.
