Jamaica Bay Islands (National Wildlife Refuge): The salt marsh, dredged material, and upland islands in the middle of Jamaica Bay are largely separated from disturbance and predation occurring on the surrounding mainland, and support large numbers of nesting waterbirds and diverse migratory birds throughout the year.
The area also supports one of the largest concentrations of least terns, with an average of 340 nesting pairs from 1985 to 1995 and a maximum of 703 pairs in 1992.

Here's how to get to one good area (but on a weekend you have to get there early): drive past the main beaches and the ranger station and continue on to the fork.
The Rangers are a no-nonsense group, and while I have never seen them hassle anyone for being topfree, I have seen plenty people taken out in plastic handcuffs for drug possession.
