  Destroyer History — Introduction
Fourth-generation destroyer USS Buchanan, DD 484, in 1942.
State-of-the-art destroyers as World War Two began were the Japanese “special type.” The first of these were the Fubuki class; with heavy gun and torpedo armament, enclosed double turrets and a low silhouette, their design became the prototype for all subsequent Japanese destroyer construction.
Destroyer construction resumed in 1932, Over the next seven years, the US built several third-generation destroyer classes, collectively the “1500-tonners,” all of which featured this new 5-inch gun on a 340-to-350-foot high-forecastle hull that could exceed 35 knots.

In 1945, in anticipation of the invasion of Japan, 24 Gearings began conversion as radar picket ships (designated DDR in 1949) that could provide early warning of massed attack without overwhelming their Combat Information Centers.
Thanks in part to the 1–2-month post-commissioning delay in converting these early Gearings, they did not begin arriving in the war zone until late June, joining fast carrier task forces only in time for screening and plane-guard duty during the final air raids of the war.
Together, the Gearings with surviving Sumners and some Fletchers continued in US Navy service alongside the Forrest Sherman and other later classes until retired when larger Spruance-class ships began commissioning in the 1970s.

 USS Orleck | History
The need for ships of her kind, (Gearing Class Destroyers), grew out of the fast changing nature of modern sea warfare.
She was designed to operate with a battle fleet as carrier escort and front line defense against like enemy vessels so she needed to have destructive capabilities, but as a carrier escort she also had to be fast.
What is important to understand is that the ORLECK did go through an evolutionary process that included FRAMing and other modifications and such changes ultimately made her a ship that had the equipment and ability to deal with changing war tactics that required not only anti-aircraft capability but anti-submarine and surface warfare capability as well.

FRAM was not a simple process as it involved reconstruction of three different classes of destroyers, three different classes of Destroyer Escorts, and the Destroyer Tenders that would keep those destroyers and destroyer escorts armed and supplied.
Occurring in the late-1950s to mid-1960s, the rebuilding of the ships was not only different per class of ships, but the installation (known as FRAM 1) or just a modernization of the ship (known as FRAM 2) could be different within a specific class as well.
FRAM 1: Developed primarily for the Gearing class, it was a complete reconstruction of the ship that extended the life of a destroyer by 8 years and was much more than FRAM 2.

The Spruance-class destroyer was developed to replace a large number of World War II-built Allen M. Sumner- and Gearing-class destroyers, and was the primary destroyer built for the U.S. Navy during the 1970s.
Despite their "DD" designation indicating gun destroyers, their primary armament was the missiles they carried, and they should properly have been designated DDG under the US Navy's hull classification symbol system.
Ironically enough, the DDG-1000 Zumwalt class destroyers are to be built around the 6.1" advanced gun system and thus properly deserving of the unmodified DD hull classification symbol.

 Ship Types
There were three main destroyer types that received the Navy's Fleet Rehabilitation and Modernization (FRAM) reconstruction: FLETCHER, SUMNER and the GEARING class series of destroyers.
These floating workshops were massive: While a GEARING destroyer would have a crew complement of slightly over 300, a typical tender had over 3000 crew to man a ship some 5 times the size of a destroyer.
With the U.S. Navy stretched thin in the far east during the 60's and with the height of the cold war, it became clear that the Japanese Navy needed to expand its then-role of a simple coastal patrol force to that of being able to protect its own sea-lanes from Submarines.
