CATHOLIC ENCYCLOPEDIA: Epistle To the Romans
Paul often adopts this same standpoint in the Epistle to the Galatians–an Epistle undoubtedly addressed to Christians who are on the point of submitting to circumcision.
In the Epistle to the Galatians Paul had already defended his teaching against the attacks of the extreme Jewish Christians; in contrast with the Epistle to the Galatians, this to the Romans was not evoked by the excitement of a polemical warfare.
Paul, it is asserted, taught justification through faith without works, while James simply denied St. Paul's teaching (Romans 3:28), and seeks a different explanation for the chief passage quoted by St. Paul (Genesis 15:6) concerning the faith of Abraham (Jülicher and others).

Righteousness by Faith: Apart from Works, Before Circumcision, Beyond Law (4:1-15)
This chapter is Paul's official rabbinic commentary on one verse in the Abraham narrative, Gen. 15:6.
Paul purposely chose Abraham because Abraham was the example the Jews would typically refer to as a clear case for righteousness under the old covenant, righteousness under the Law.
Paul treats it as a mark of righteousness reckoned by God to Abraham as a result of his faith (a radical interpretation), thus having no value whatsoever apart from the faith on which it was based.
