 CATHOLIC ENCYCLOPEDIA: Council of Trent
Its main object was the definitive determination of the doctrines of the Church in answer to the heresies of the Protestants; a further object was the execution of a thorough reform of the inner life of the Church by removing the numerous abuses that had developed in it.
The legates proposed to the general congregation as the subject-matter for the following session, the doctrine of the Church as to the sacraments, and for the disciplinary question a series of ordinances respecting both the appointment and official activities of bishops, and on ecclesiastical benefices.
The thirteenth session was held on 11 Oct., 1551; it promulgated a comprehensive decree on the Sacrament of the Eucharist (in eight chapters and eleven canons) and also a decree on reform (in eight chapters) in regard to the supervision to be exercised by bishops, and on episcopal jurisdiction.

Actually, the working time of the Council of Trent--to anticipate the story--was to amount to four and a half years; the constant hard work of the bishops and theologians who attended would produce a mass of decrees and canons exceeding in volume the whole of the legislation of all the previous eighteen General Councils.
In 1547 the cause was the outbreak of the plague at Trent.
But among these surely is, also, the change by which the council abolished the age-long right of metropolitans (archbishops) to make the visitation of all the sees of the bishops of their province, the local bishop's jurisdiction suspended the meanwhile, and the archbishop correcting what he found amiss and ordering the penalties this called for.

For many years, various Federal officials urged the five tribes to agree to the establishment of a Territorial Council to be composed of delegates from each tribe empowered to enact legislation of a general character for the whole territory.
The several tribes were inclined to regard the proposition with suspicion, apparently fearing that it might result in their losing some of their tribal rights and authority, or that it might be an attempt upon the part of the Government to cajole them into an agreement to abolish their tribal governments.
Up to 1875, the Government had paid out $66,500 as expenses of the delegates to the general council meetings, but during its five annual sessions not a single act of legislation was passed.
