General Lewis was born in 1921, in Pensacola, Fla. He graduated from Pensacola High School in 1939, and attended Sacramento Junior College, Calif. He entered the Army Air Forces as an aviation cadet in February 1942 and was commissioned a second lieutenant upon graduation from flying school in February 1943.
In September 1945 General Lewis was assigned to the 307th Bombardment Group at MacDill Field, Fla., as squadron operations officer and later was commander of the 371st Bombardment Squadron.

General Leo is a leading General of the Empire who serves the Empire well and is loyal to them for most of the game.
He is a very strong and skilled fighter who has fought numerous battles for the Empire and even though he is a member of the Empire, he still manages to care more about the safety of his troops instead of carrying out certain deeds.
Unfortunately, General Leo does die later on in the game, after Kefka defeats him, but he is nevertheless a strong-willed and determined fighter.
