The Universal Postal Union (UPU) is an international organization that coordinates postal policies between member nations, and hence the world-wide postal system.
It was created in 1874, under the name "General Postal Union", as a result of the Treaty of Berne signed on 9 October 1874.
One of the most important results of the UPU treaty was that it ceased to be necessary, as it often had been previously, to affix the stamps of any country through which one's letter or package would pass in transit; the UPU provides that stamps of member nations are accepted for the whole international route.

      Franklin was the first to operate America’s postal service at a profit, despite the fact that postage was paid by the recipient (when it was paid at all.) “Before stamps were used a person had to collect his mail at the post office and pay for it.
  He conducted a study of the cost structure of the postal system and found that the distance involved in delivering a piece of mail was an insignificant factor in the cost.
The U.S. Post Office now maintains what is by far the largest postal system in the world, handling almost half the world’s volume of postal traffic: 84,800,000,000 pieces in 1970, over 400 items per head of population.
