Francisco Paulino Hermenegildo Teódulo Franco y Bahamonde Salgado Pardo de Andrade (December 4, 1892 – November 20, 1975), abbreviated Francisco Franco Bahamonde and sometimes known as Generalisimo Francisco Franco, was Head of State of Spain from 1936 until his death in 1975.
Becoming the youngest General in Spain in 1926, Franco was appointed director of the newly created the Joint Military Academy in Zaragoza, where cadets were taught the brutal lessons of the irregular war in Morocco.
He wore the uniform of a captain general (a rank traditionally reserved for the King), resided in the Pardo Palace, appropriated the kingly privilege of walking beneath a canopy, and his portrait appeared on most Spanish coins.

Special electoral prosecutor Blanca Salgado of the Nicaraguan Attorney General’s Office filed formal charges with the Supreme Court of Justice (CSJ) on November 7 against Nicaraguan President Enrique Bolaños and Vice President José Rizo, accusing them of committing electoral crimes and defrauding the country of $4.1 million during their 2001 election campaign.
Salgado said Bolaños and Rizo knew money was being taken from the government and deposited in an account for the Nicaraguan Democratic Foundation (FDN), which was run by then-President Arnoldo Alemán Lacayo (1997–2001) and was used for Bolaños’ election campaign.
FSLN General Secretary Daniel Ortega Saavedra, also a former president (1979–1990), denied that Bolaños would “lose the least authority” if he waived his immunity.

These measures, according to the Attorney General, would include the development of new methods and procedures to investigate crime, taking advantage of technological advances to "create a true scientific investigation of crimes which will guarantee effectiveness while fully respecting human rights and the principle of legality".
Amnesty International believes that the practice of torture in Mexico is not only caused by corruption and lack of resources in the initial stages of criminal investigations, but by a judicial system which gives confessions, regardless of the circumstances in which they are obtained, full weight as evidence.
Interrogation of detainees should take place in the presence of a lawyer (and an interpreter where necessary) to ensure that statements taken in evidence from a detainee are given freely and not as a result of any form of coercion.
