When created, GSA was intended to regulate the various administrative services under its purview and only to provide those services directly when it was more economical to do so.(1) GSA now not only develops and oversees governmentwide policies and standards, it is also the primary provider of many of the government's supplies and services.
GSA is organized into four major service organizations and a headquarters that includes the office of general management and administration (GM&A), the Inspector General, and the Office of FTS2000 (which until recently was part of the Information Resources Management Service).
GSA has arranged its financial structure so that most of its staff functions (the Office of the Administrator, the finance and budget offices, and the General Counsel, for example) are largely reimbursed by the various services; that overhead is in turn charged to GSA's customers.

 Privatize the General Services Administration Through an Employee Buyout
Exposing GSA to competitive market pressures and allowing agencies to seek the best price for needed services will mean lower overhead costs for the $45 billion to $50 billion of federal services that GSA influences or provides.

The Associate General Counsel, Office of General Counsel, Real Property Division of the General Services Administration (GSA) requests a decision from this Office regarding GSA's proposal to enter into a contract with real estate brokers to represent GSA's interests in lease acquisition and related services for which GSA would not pay the brokers.
GSA advises that real estate brokers are customarily considered the agents of sellers and landlords, and while buyers and tenants certainly benefit from brokers' services, sellers and landlords, not buyers and tenants, pay the brokers.
Since GSA is receiving services and is not receiving money for the government from the brokers under the proposed NRES contract, the requirements of the miscellaneous receipts statute (to deposit money for the United States into the Treasury) and the corollary rule against augmentation of appropriations are not implicated.

The need to fix GSA -- often the focus since 1978 of wide-ranging probes by government investigators and media exposes of fraud and abuse -- is so obvious that even the National Performance Review led by Vice President Gore said big changes are needed in the agency.
