The top jobs in the General Staff are currently held by the people who in 1997 insisted that merging the Strategic Missile Forces with the Space Forces and eliminating the central Ground Forces command were essential steps along the road to military reform.
Removing the General Staff from the chain of command would also entail changes in the functions of military districts, which would need to be converted into strategic commands capable of integrating troops from all branches of the armed forces.
