The Corts Catalanes and the first Medieval Generalitat (13th and 14th centuries)
The Generalitat de Catalunya (as well as the Generalitat Valenciana) has its origin in the Corts Reials Catalanes, an assembly which first began to meet during the reign of James I the Conqueror (1208-1276), convened by the king to represent the social estates of the time.
This building, which forms the eastern facade of the present-day Generalitat Palace, is one of the few Gothic palaces – perhaps the only one in Europe – which has continuously housed a government institution since the 14th-15th centuries.
Finally, in 1413, King Ferdinand I shaped the definitive legal form of the Generalitat; it thus became a government body, virtually separate from the Corts, free to appoint its members, and with the authority to enforce the constitutional system of the Confederation.

HISTORY OF THE FLAG IN THE CATALAN COUNTRIES
The Generalitat, a counter-power established against the king, adopted this flag in 1359 for "being the ancient arms of Barcelona" but never supplanted the royal insignia while Catalonia had kings of its own.
The royal insignia fell in disuse since the 16th century, logically increasing the use of the flag with the Saint George's cross, representative of national institutions, as compared to absent alien kings.
In the 19th century the four bars ceased being a royal symbol to be transformed into a national symbol of Catalonia; logically the substitutes used, emerged in the previous centuries as representations of a territorial power centered in the capital, had to return to their place.

Consequently, at an institutional level Catalonia was represented by both the prince and the General or its Diputació (Generalitat).
In the 15th century the personal union of the Catholic Kings resulted in the personal union of the Crown of Aragon and that of Castille, as well as a situation of chronic absenteeism by the Catalan monarchs, who thenceforth lived outside of Catalonia on an almost permanent basis.
In this context the Generalitat became the only superior institution for the supreme representation of Catalonia within the actual Principality itself.
