		AP - A so-called "third generation" of followers skilled in urban warfare and suicide bombings has been spawned by al-Qaeda and UN sanctions needed to be updated to keep up with its changing tactics, a report warns.
		"Terrorist tactics have evolved over the past several years and the (monitoring) team believes the arms embargo should change with the times," the report said.
		It described the new recruits as a third "new and growing generation of supporters who may never have left their countries of residence but have embraced the core elements of the al-Qaeda message".

		Terrorists are able to easily communicate, train and recruit through the Internet, and their threat will become "an eclectic array of groups, cells and individuals that do not need a stationary headquarters," the council's report says.

		The song was previously entitled Generation Terrorists and was used by Renault for a television advertisement for a car.

		To be honest, I wouldn’t associate the Manics’ filthy brand of rock music with such an innocent and – dare I say it – soppy colour, so that’s going to be my excuse as to why I held off picking the album up for so long.
		I mean, not that I have anything against female vocalists – they’re quite lovely actually – it’s just that you would never expect to hear one turn up on a Manics record, and it’s quite the culture shock.

		There is, however, admittedly a very strong and admirable heart to this album, and lyrically it is superb, touching on all the right issues, with the Manics' unique, well educated touch.
		The 1991 debut album by the Manic Street Preachers, 'Generation Terrorists', is their hardest rocking album to date.
