Geoffrey Tolwyn was a very complex man whose personal history was tied very closely to that of the Confederation throughout the 27th Century.
Tolwyn wanted to avoid this by stopping rogue Kilrathi Ragark in his tracks; he figured if his Project Goliath was a success they had a chance at stopping the Kilrathi and Belisarius would not have had the excuse they needed to seize power.
Tolwyn blamed Admiral Vance Richard's counterintelligence for failing to recognize Hobbes as a traitor in 2669, which caused the loss of the Behemoth.

It was during this Senate hearing that Tolwyn was to be given the position of "Space Marshal" and a decision would be made on whether or not to declare war on the Border Worlds.
Although his passion was for the defense of humanity, in its execution he found his downfall and eventual doom, as wartime losses took their toll on him and stripped away more and more of his sanity; the loss of his wife and children no doubt played a role in driving him over the brink.
Defeated and cast down at the end, he committed suicide at the age of sixty-two, a broken man. Like Benedict Arnold, Geoffrey Tolwyn is destined to be remembered not for his brilliant actions in defense of freedom, but for his eventual betrayal of his people.

He shared the last name of one of the finest commanders in the fleet, Adm. Geoffrey Tolwyn; and if pressed he would admit to being the man's nephew, as his aunt was Tolwyn's late wife.
Tolwyn's actions, exacerbated by his possibly-phony explanation that his radio had been damaged, led to his indefinite removal from the flight line; as far as Bondarevsky was concerned, Tolwyn was simply looking out for himself and could not be considered reliable.
After the Battle of Earth, he was rotated off the front lines by Admiral Tolwyn, who, despite his pride in the boy, could not bear the thought of losing someone who had become less of a nephew and more of a surrogate son.

While the novel's main focus is on Tolwyn, Bondarevsky, and Vance Richards searching out a lost Kilrathi heavy carrier and repairing it for the Landreich, a fair amount of the story is devoted to filling in the blanks about the Free Republic.
