  First World War.com - Who's Who - Georg Michaelis
Georg Michaelis (1857-1936) was Bethmann-Hollweg's successor as German Chancellor in July 1917, and was sufficiently obscure that the Kaiser, Wilhelm II (who had rejected two earlier nominees), had only the vaguest idea who he was.
In fact Michaelis had established his reputation, such as it was, chiefly as a civil servant.
Georg Michaelis died on 24 July 1936 in Bad Saarow-Pieskow at the age of 78.

A meeting of the Supreme Council, consisting of the British, French, and Italian prime ministers, was opened at San Remo on April 19; and the Council had to deal, among other questions, with the German invasion of the Ruhr Valley, and with the problem of disarmament generally.
David Lloyd George, with the support of Francesco Saverio Nitti, proposed that the German government should be invited to attend the conference; but this was strongly opposed by Alexandre Millerand, and the proposal therefore lapsed.
At the meeting of the Supreme Council at San Remo in April it was decided to invite the German government to a conference at Spa, in Belgium, in order to settle the questions relating to disarmament and reparations which arose under the terms of the Treaty of Versailles.

 First World War.com - Who's Who - Count Hertling
Born on 31 August 1843 in Darmstadt, Hertling was a prominent conservative politician and philosopher, and was leader of the conservative wing of the Catholic Centre Party in the Reichstag (having entered the Reichstag in 1875) while serving as Bavarian Prime Minister from 1912-17.
Hertling, who had earlier supported Chancellor Bethmann-Hollweg, reluctantly succeeded the ineffectual and obscure Georg Michaelis as Chancellor on 1 November 1917; so far as much of the general populace was concerned however, Hertling was every bit as obscure as his predecessor (whom even the Kaiser, Wilhelm II, only vaguely knew).
Hertling was faced with the difficult task of liaising between a Reichstag increasingly in favour of a negotiated peace settlement with the Entente Powers, and a military high command determined to see the war through to a decision.
