He was a Canadian delegate (1918–19) to the Paris Peace Conference and chairman (1920–21) of the Canadian delegation to the first assembly of the League of Nations, of which he was made vice president.
In 1920, Foster was acting prime minister of Canada after the retirement of Sir Robert Borden because of illness.

Borden also found him remarkable for lack of tact, for having an incredibly messy office - where Cabinet papers could disappear - and a penchant for extending his jurisdiction in every direction.
Though never greatly loved, Foster was respected for his rigorous administrative abilities.

GEORGE EULAS FOSTER (1847-), Canadian politician and financier, was born in New Brunswick on the 3rd of September 1847, of U.E. Loyalist descent.
After a brilliant university career at the university of Brunswick, at Edinburgh and Heidelberg, he returned to Canada and taught in various local schools, eventually becoming professor of classics and history in the local university.
