General Grunert, assigned in June 1940 to command the Philippine Department, supplied a succession of warning reports and recommendations-eight of them in July-August 1940 alone-in response to which betterment came only slowly, so large were the difficulties to be surmounted.
General Grunert's skeptical observations, previously mentioned, on the current state of the new force and his additional remarks in ensuing weeks were such as an observant departmental commander would make with regard to forces that were scheduled in emergency to come under his command.
He had taken over General Grunert's departmental duties in late October, but the WPD recommendation that (in view of the growing might of Army air power in that area) he also be granted over-all command of Navy elements in the Far East had not got beyond General Marshall.

George C. Kenney, who served with him for four years, remarked, "He knew so many of the answers that I could understand why General MacArthur had picked him for chief of staff." But he also noted that among Sutherland's traits were egotism and "an unfortunate bit of arrogance."
Pointing out that Grunert would complete his tour of duty in less than four months, MacArthur declared, "It would be advantageous to relieve him, as I am loath, as long as he is here, to contract the functions of the Department Commander.

In all fairness to General Grunert, it should be said that this approach could have been activated by the very highest motive and based on what he considered as sound reasoning.
To state it another way, the acts of anyone, including the President, whose official position authorized or required action on matters affecting the disaster, were the subject of investigation and should be closely scrutinized by the Board to the end that proper conclusions as to the cause of the disaster might be reached.
In this assignment, General Grunert was to be primarily concerned with the investigation of the Navy and the operations at Pearl Harbor.

General MacArthur became the commanding general of the United States Army in the Philippines, with U.S. Army forces and the Philippine Army merged, all under his command.
