George Homer Ryan (born February 24, 1934 in Maquoketa, Iowa) was the Governor of the U.S. state of Illinois from 1999 until 2003.
Although Ryan "raised the national debate on capital punishment" by issuing a moratorium on executions in 2000 [1], he was dogged for many years by corruption and racketeering charges that led to his retiring from politics in 2003, and to criminal convictions in 2006.
Ryan's term was marked by a scandal involving the illegal sale of government licenses, contracts and leases by state employees during his prior service as Secretary of State; in the wake of numerous convictions of former aides, he chose not to run for reelection in 2002.

Ryan's last-minute decision last week to clear out Illinois' death row by commuting the sentences of 167 inmates to life in prison was simply a high-minded variant of an old pattern: using every tool available to him to achieve his aims.
In the end, Ryan's willingness to skirt the edges of the law to achieve his goals may finally have caught up with him—he's widely expected to be indicted in a scandal that dates back to his tenure as Illinois secretary of state.
But Ryan can't, as much as he might like to, blame his unpopularity on his "growth in office." Free-thinker though he may be, his career was nevertheless felled by his constant desire to push the limits of power.

Ryan acted because of the state's troubling track record of exonerating more Death Row inmates than it has executed and in response to a recent Tribune investigation that exposed the death-penalty system's flaws, said his spokesman, Dennis Culloton.
Ryan still supports the death penalty but is deeply troubled by the prevalence of wrongful convictions and flawed prosecutions, Culloton said.
