George Throssell (1840-1910) was a Premier of Western Australia.
He was born in Ireland and came to Western Australia in 1850 as his father was a supervisor of convict labour.
George Throssell was the 'first citizen' of Northam when he became the first member for the Northam seat in 1890.

THROSSELL, HUGO VIVIAN HOPE (1884-1933), soldier and farmer, was born on 26 October 1884 at Northam, Western Australia, youngest son of George Throssell [q.v.], storekeeper and later premier, and his wife Anne, nee Morrell.
Throssell was one of the leaders of the fourth and last line of attacking troops which was recalled after having advanced only a few yards.
Throssell and his men now retired behind another barricade further back just as a second attack began with bombs and an enemy charge across the open in front of the trench.

George Throssell was the second premier of Western Australia (although there is some controversy about his formal appointment as premier) and was a large land owner in Northam (major WA wheatbelt town).
I presume that the ranges (and also Lake Throssell - north east of Kalgoorlie) were named after him.
